With the addition of valve length (like 1 and 3) some valve length gets lost. That has something to do with the connection of the valves. So 4 is slightly more than one and three.
Also if you think of a BBb tuba the 1st valve slide is longer than at an Eb. So if the Eb is compensating there's a second slide that together with the original slide is as long as the first valve of a BBb tuba.
That means if you push the 4th valve on an comp. Eb you have a 3 valve BBb tuba.
