Boy, I AM confused by what you just said, Mark!

Plain old 1.25" round 1018 steel bar weighs about 4.1 lbs per foot, while the same length of 1.25" round C360 brass is 4.5 lbs. It would seem that you would need 10% less brass than steel to achieve the same effect and avoid any galvanic problems to boot.

I'm not sure that I understand why steel would be superior to brass in this application (other than raw material cost). Do the makers of heavyweight caps for trumpets use steel also?
