I think most tubas do fine on the bell, but the damage comes more from what happens if they are knocked over from that position. If you set it on the bell, ALWAYS rest the horn against a chair, corner, or wall to keep it from being tipped over. I have set me tuba like this for 20 years, and have never had the horn knocked over. In answer to your band directors comment, I don't think any tuba is heavy enough that the weight of it would damage the bell, unless acted on by an outside force.

Actually, setting it on the floor can cause problems, because somebody is bound to trip over it.
