I seem to recall from playing the Bruckner 7th a number of years ago, the movements in the 7th (1&3) that specify basstuba are the ones NOT scored with Wagner tuben, interestingly enough. I did check the parts in the Torchinsky Bruckner book (straight off the performing materials from the Nowak Edition - authorized composer original) and saw no such differentiation, though I'm quite certain the Nowak is what I played.

Anyone who wants to be "authentic" and play F in Bruckner should have an F with enough power for the big chorales. I have an Alex F which is great for lightly scored works of moderate dynamic range. The only Bruckner I would even consider using my F on would be Te Deum, not exactly light, but mostly in the staff and just above, and very "4th trombonish."
