Yes, Tim is right.

If you're asking what instrument to start kids on I would go with the lowest tubas, the contrbass (BBb or CC). But, there are some great tubists who played a lot of EEb/Eb early on (Pat Sheridan, Ken Amis. . .). Basically all brasses have the same range (if they have the same # of valves) if the players in question have the same ability. Here's how I think of it:

(Highest to lowest)
Bb trumpet Cornet/flugel/horn

Bb tenor tuba/euphonium or (in the US) baritone horn (down one octave from trumpet. . )

(bass tubas:)
F tuba (down a P4 from Euph. . .)
Eb (or EEb) tuba (down a P5 from Euph.)

(contrabass tubas)
CC tuba (down a m7 from Euph.)
BBb tuba (one octave below Euph.)
