What are you using for lacquer? The traditional air-dry stuff is nitrocellulose-based, not the usual polyurethane stuff you buy in a paint store. If you want to goof around with the real stuff, buy a "rattle can" of Nikolas spray lacquer from the Brasswind. VHT is another brand of air-dry that is somewhat less expensive than Nikolas.
Rick's right--you have to get a good grease-free surface before the stuff will even stick.
Keep in mind that most buffing compounds use a wax binder, which must have every trace cleaned off the horn before lacquer can be applied.
