Lip-slurring is always difficult on the tuba and requires regular practice-maintenance...no question in denying it. Just two tips really:
1) The real challenge is to slur with as little jaw-movement as possible. Jaw movement should be reserved for LARGE leaps only (really ONLY involving the low register). There's been a lot written on tounge-arching etc but the main thing is to attain a minimal-movement attitude & technique
2) I was always taught to practise a very slow lip-GLISSANDO to acquire the sensation of the exact point of the change from lower to upper pitch. As you speed up the glissando-effect disappears and you are left with a very smooth slur.
