I see a problem with just using more damping material. The stuff would work great to muffle a trumpet, but probably not do well on a tuba (think of the wavelength of the sound). I suspect the floor above you is doing a substantial amount of vibrating and transmitting the sound to the walls of the house. You need something to absorb the energy of the sound before it gets to the structure of the house. A room within a room like John Swensen mentions would be a good solution. Make the inside surfaces hard and you can probably add a little "life" to the sound.

Besides, it's fun setting the plates into the slab using one of those explosive-charge nailguns...

Better yet, rent an old bank vault...

When I play, I'm sometimes astounded by what heavy objects can be set in motion by the gruntings of my tuba. The other day, it was the slightly ajar door to the woodstove, which is a pane of glass set into a 60 lb solid brass surround...
