My guess is that it is a french cavallery fanfare band tenor bugle. I have only seen such a band once on film. They also had valveless helicons. It is practical not to have valves when you need one hand for the horse and one hand to hold the horn.
Swedish cavallery bands used to have rotary valved cornets with the valveset reversed so that you could hold the instrument and operagte the valves with the same hand. Tenors = baritones and tubas were valved helicons.
A band on horseback is impressive. I have been even more impressed by italian alpenjäger band, running on the double and playing, and dutch bands cycling and playing!
