Did you flush the horn out? There could very well be something caught in the horn that is preventing the lower notes from speaking. I knew someone who for 6 years he had a leather mouthpiece case caught in his tuba(Matt W.). He didn't know it fell in the horn. One day he was flushing the horn out in his back yard and watched this soggy piece of leather come flowing out. His horn played much more open after the discovery. Take a look in the depths of the horn. Start by snaking all of your slides.
