Brent, neither will remove scratches as the process involved is an exchange--a little brass for a little silver (i.e., the silver comes out of solution as the brass goes into solution). But if you have a visible scratch because of the brass color showing through, this will lessen the appearance. (Sounds like Oil of Olay, doesn't it?) Small areas that have the plating rubbed off can be touched up with this stuff, but if the area is located at a point of friction (usually the case), this won't last very long.

There's really no substitute for a good electroplating job, although shallow scratches can be buffed out using a buffing machine with a cotton wheel and a color buffing compound such as rouge.
