Okay, that makes sense. When you pour it down the leadpipe, it won't get in the valve tubing at all if you leave the tuba tilted left when you actuate the valves.

The only time I've had problems with those crusty deposits was on a new tuba (a VMI), where the rotors had not yet had time to form a protective oxide layer. I didn't have those problems with my Sanders/Cerveny, which had been on the road as a demo horn for a year, or with my Miraphone, which I got in well-used condition.

Even if the problem is rare, it's a real pain, because the only solution to it is disassembly, which takes a while. After I'd had to pull the valves apart about three times in the first couple of months, I started squirting valve oil down the leadpipe more regularly.
