It depends on which pieces of the brass band literature your band plays. When I played in Phil Catelinet's brass band at CMU and in the Silver Band of Buffalo, NY we had pieces that went below said Eb in both the BBb and Eb tuba parts. I agree it doesn't happen very often. However, there is also a timbre problem to consider. The British brass band makes great use of the natural timbres of the conventional instruments always used in them. The composers rely on bitey trombone-like timbres in the trombones and trumpets, more mellowness in the cornets, baritones, altos and Eb tubas; and great mellowness in the flugelhorns, euphoniums and BBb tubas. Musical salt & pepper, bread and cream so to speak.
If you play the Eb tuba parts on a huge 6/4 tuba you may not get the effect the composer so carefully planned. The BBb part would be OK however.
