I have three private students (I am not a professional tuba player) and they range from 5th grade to 9th. I agree with most of the other posts, make it fun and tell them to use as much air as they can. As they grow, they will see huge improvements. Try to change the format of each lesson, scales one day, slurs, play really loud, play really softly, band music, sight reading, etc.

My youngest student really likes the water key. So we start off each lesson by pouring some water into his tuba and he tries to empty it out. He probably won't be a professional tuba player, but he might be a plumber.
