The classification of music as serial or 12-tone is based upon how the material is treated. The row is NOT used as a melody but rather to derive harmonic structures and to give a work clarity and rules where the rules of functional tonality have been removed. Composers can use 12-note themes without writing serial music. Late works by Shostakovich, such as the 15th symphony (check out the cello solo of the 2nd movement) use 12-note themes in a melodic fashion, yet one would hardly consider the 15th symphony a serial work.
