I would suspect an untightness related to the 2nd valve.

It can be either in the valve loop itself: most likely a soldering in the slide or in the branches. Or in one of the internal airpaths of the 2nd piston.

An alternative explanation would be if some flake of dirt has come loose, so that it now partially blocks the air passage. The dirt flake can sit anywhere in the narrower part of the main bugle tubing.

So a wash through might be the easier approach at first.

Small untightnesses can be hard to find.

One of my good basses, bought reconditioned, sounded perfect on all notes fingered 3. Whereas some of the notes fingered 23 sounded fuzzy.

The reason, found at last, was a tiny radial groove in the edge if the 3rd slide watervalve. Easily remedied with a fine file.
