I haven't had my rotary valves apart for about a decade, but I have to take my pistons out frequently. How much work you have to put into getting your valves going depends on how well they are made. My rotors were too tight to begin with (see the "tuba inventory" thread below), but since I've had that taken care of they've been just peachy. My pistons are on my old Conn Sousaphone, and temperature, frequency of use, and the high mileage on the horn all make them a bigger pain to keep moving freely.
