I once had to perform such an alteration to a Jumbo top-loader Tuxedo Bag (Humes and Berg). I tried a couple furniture upholsterers, but they wouldn't bite. It wouldn't hurt to ask a few in you area, though.

I finally had luck at a place that does restoration work for classic cars - replacement convertable tops, seat re-upholstering and the like.

The job went very well, and cost me around $80. It looked stock, and was durable.

Talk to some classic car owners, and see who they recommend. Be sure to make chalk lines or something to ensure you get the cuts where you want 'em, and remember that the thing has to be reasonably balanced if you're going to carry it backpack style. Good Luck!
