Well based on the illustrations this is not a C, Eb, BBb, and F tuba but merely an BBb and F tuba. It looks like the top set of tubes are for "F" fingerings and the bottom would be for BBb fingerings (supposed from the lengths od the 2 "second" valves. Im guessing that the top fourth valve is the "switch valve." this would leave essecially the top three valves for F fingerings and the bottom three valves for BBb fingerings (fourth valve would have to be depressed to have a BBb side). I suppose another way to think of it would be as a double tuba with the valves chopped in half and folded out. Theoreticallt a french horn could be made the same was as this tuba to achieve the same result with single valves.
