That "shiny stuff underneath" is smoothly-buffed brass. Without the clear lacquer coating keeping air, acids, salts, and other corrosives away, the smoothly-buffed, shiny, brass turns into blotchy, brownish, greenish, and generally unshiny brass, beginning in a few hours, and continuing for a few years.
