The easiest method I've found is using "Epoxy Remover" purchased at Wal-Mart ($5 and comes with a spray bottle). The lacquer just starts pealing off in about 5 minutes, and with repeated use, you can remove all the lacquer from your horn for under $20. Unlike when you use HCl, or any other industrial-strength acid, or even something like vinegar, with the Wal-Mart stuff, your horn will not tarnish in odd colors from the acid, it simply remains shiny minus lacquer. Just make certain to remove the lacquer in a well-vented area.
