here's the deal, all tuba parts are written in concert pitch, or 'in C'. when we refer to a tuba's key, we are simply stating what the fundamental, or open pitch is. so, while you play a BBb tuba, meaning the open pitch is a Bb, the part you will read is written 'in C' aka concert pitch.
this is a naming convention unique to tubas, as most other instrument names refer to the transposition of their part.
