Undoubtedly such a coaxial configuration could be built. One would make the small bell stick out of the large one by 6 inches to one foot. The small end of it would poke through the large bell a suitable distance from the large part of the large bell and from there connect to the valves. The large part of the bell would have to be increased in diameter where ever it contained the small bell, so as to preserve the cross sectional area it would have had if there had been no small bell. This would not make the large bell too much larger because area increases as the radius squared. However, there would be end effects near the outlets of the bells that might require diameters and lengths to be adjusted. At the moment I am not sure how to handle this mathematically!
