I would suspect that this was made by J Higham. I have seen many instruments by Higham with this type of ferrule and bracing, and I know that Higham made stencil horns for a number of dealers. Henry Distin also used the same type of scroll work, but I don't think that any of his companies made stencil horns, other than maybe when he worked for J. W. Pepper.

Carl Fischer was associated with Henry Distin in London in the 1860s, but this was before he opened the store in New York, which was in 1872. They sold instruments with their name on them from many different sources from the 1870s until about 1950. Based on your description I would guess that your instrument was made between the 1890s and 1920s. Some pictures would help, but it will probably be nearly impossible to find an exact date of manufacture.
