Considering some of the other legislations made by the EU parliament, this is neither a particularly stupid or outragous one. At least it has some kind of (illogical and anti-intelligent) reason behind it.
A few years back most of the kids' playing grounds back home was closed down because the sand-grains were of wrong size. And also, bananas and cucumbers sold in the EU have to have a certain degree of bend - not too straight, not too bent - or the governments will impose rather severe punishments on whoever sold them.
All countries have their share of stupid laws and legislations (in Alaska it is forbidden for moose to mate on the pavement), but the EU, especially considering its age, has got a quite horrible number of them and many are enforced.

I guess I just have to emigrate before it's too late. Switzerland's safe still, I believe...
