Let’s have a test of Navy/Marine ceremonial medium long term memories:

To which country belonged the head of state being the first to arrive to the naval harbour of Washington D.C. aboard the official ship belonging to that persons office?

The final leg of the trip started in Norfolk VA, where this state of head was welcomed by a wheelchairbound mayor of that town.

The marine band at Norfolk of course played the appropriate signature song for that head of state. Which by the way is not the national hymn of the country in question. Sadly the non-native (hence probably US-) arrangement of that tune had a major flaw. Emphasized by the immaculate tenuto playing of that band: there was an unintended octave parallel between the tubas and the lead cornets.

At the arrival at Blair (?) House that head of state was welcomed by Washington, then the mayor of Washington D.C.

The official limo of the then actual president in principle could have carried his family name, but it hardly did so. That president resided in the White House in full concordance with the constitution. But he never was elected for exactly that public office.

Lots of ceremonial musicians involved. Far too many hints given. This should be an easy one.
