It's a Jinbao all right; the same instrument is advertised by name on Yahoo! auctions complete with the same set of photos.
Hey, I was thinking, if the Chinese are so rotten at putting together complete instruments, why doesn't someone simply have the more expensive parts made in China (bells, large branches, but not valvesets) and have someone put together a decent tuba with SKILLED labor elsewhere?
