In a large ensemble, playing typical euph parts, it's probably not needed. In fact, in our tuba quartet, where I usually play the 1st part, I could do without it if my 3rd valve was compensating. But . . .

I sometimes find myself playing in odd ensembles (church, salvation army red kettle band, my kid's middle school band) where there is no tuba (horn or player) and I carry the base line. In those situations, the 4th compensating valve is just what the Dr. ordered.

In a recent brass fest, one of the quintets was missing their tuba player and a euph player did it on his hirsb. (compliments of his 4th valve). He sounded so good that several of us couldn't believe there wasn't a tuba playing the base line.
