"fish" asks,

"How does this work??"

push the trigger and the tuning SLIDE moves,
release the trigger and a spring returns
the tuning SLIDE to its starting position.
WHAT did your tuba teacher say?

"Does it affect the tembre of your sound enough to be noticable?"

It shouldn't affect the timbre at all, however properly used
it can help your efforts at accurate IN-TONE-ATION (proper pitch)
What does your tuba teacher say?

"Is it worth the investment?"

If playing in tune is hard for you on your PT4P
and you cannot manually pull slides (which is
actually very easy to do on MY PT4P)
I suppose it may help. What does your tuba teacher say??

"If yes who is a good person to have do this kind of work on a pt4p?"

Depends on where you live, What does your tuba teacher say?

--hope this helps,

d.p.
