Probably, but the lowest note IS an an Ab concert below the staff (I had to but my horn [tuba, my sax is a bari] to check it). The lowest note on a sax is Bb. In this case, a bass sax in Bb, the note is the before mentioned Ab concert...so if the guy was trying to keep true to an instrument on a bass sax, its kept in the range.
But I agree with Chuck, sounds more like a synth patch...but is closer to a bass sax sound than a tuba
