Be careful with your physics. A belt will force a node in the brass, not in the air, so it will only change the resonance of the brass. That me change the vibration of the air, but that's a secondary effect. The point of the belt is to damp a ringing bell. The air makes the sound, not the brass, and the desire to make sure the brass isn't stealing any energy out of the air.

Lead is elastic (up to its very low yield strength), and therefore adds mass rather than damping, unless the adhesive provides the damping (which it might). Increase mass will change the resonant frequency and excursion of the brass's vibration, which is a different effect than damping. It is also possible that lead is so weak that it yields under routine vibration, at which point it becomes plastic and a good damper, in which case I would expect it to crack up after a while.
