I have used duct tape in the past with good results. I have thought about lead tape, but have never seen any in anything other than a width of 1/2", which would be a lot of trouble to deal with.
By the way, adding mass to bell might make a light wieght bell a little less prone to overblow, but it won't make a el cheapo sound like a million bucks. I am the king of tinkering, but even I know there are limitations to gadgets.
